Halo 1's graphics are plenty better than that. He has the graphics set low. I suspect the guy just needs a better graphics card and/or faster machine.
Dunno what evansmeven is talking about tho. No monitor should do that, neither would a new monitor help. Especially since this is filmed with fraps, which you could do without a monitor at all. -_-
