It is a medical issue, she accumulates far more fat than a health person would. But regardless, she would not get that fat if her stupid parents weren't allowing her to stuff her face with huge quantities of unhealthy food. So, yes, the parents should be held liable. If your child had skin cancer, would you allow her or him to go out into the sun all day to burn under the excuse that the cancer is a "medical problem"? You are just making a bad situation worse.
