There are people who have made substantial amounts of money from the chaos that is Somalia today and they aren't willing to accept peace and government any time soon. They wouldn't give up the bounty to have acruired and enjoyed immensely for nearly 20 years now, for life in the regions/jungles they come from, they will use whatever technique to continue the war, if there is peace, they want it to be on their terms.
