I'm pretty sure he was parodying the "Little Red Book", a collection of Chairman Mao's quotations and speeches which every Chinese citizen was required to read.

I think it appears on a childrens TV show between two cooks, one is a normal size person, the other the height of a spoon. Between them they choose a recipe from their 'Little Red Cook book' each episode. Painfully nauseous for adults. Are there any out there . . .
