Actually the song was written about Ray Davies of the Kinks,..she was having an affair with him (or so the legend goes)

I know she wrote this song about a kid that used to frequent their recording sessions. For some reason this song always reminds me of James and Pete. "You've changed your face in this world". Early Pretenders!! Raw and beautiful all in one.

You must be thinking of 1981 because "Talk of the Town" was released as part of an EP in March 1981. It can't have been in the charts one year earlier.
