I don't know when True Stories was released in 1986, but I remember one of the intros on MTV's Top 20 Video Countdown to the music video version. He introduced it as coming out 'just in time for Halloween, with people dressing up as Billy Idol, Tina Turner, Kid Creole, Prince, Meatloaf, and David Byrne...oh wait, that is David Byrne in this one. At #.. on our list, it's the Talking Heads with Wild Wild Life.' Most of the characters in both versions are impersonations of famous people in 1986.

No, indeed it's not Neil. It's Marvin Lee Aday also known as MEATLOAF. He does look a lot like Sam Kinison though.
